[Canada-Wide] Canada Community Security Program (ongoing)

Public Safety Canada (PS) is working to build a safe and resilient Canada and has a renewed commitment to this goal through the Canada Community Security Program (CCSP). The CCSP provides time-limited funding and support for communities at risk of hate-motivated incidents and hate-motivated crimes to enhance physical security at their gathering space(s).

Unless otherwise approved by PS, approved project proposals are eligible for funding up to a maximum of 70% of total eligible project costs, with a maximum Public Safety Canada contribution of $5 million per project.

Who can apply

Canadian private, not-for-profit organizations, associations, and societies that are clearly linked to a community at risk of hate-motivated incidents/crime are eligible to receive CCSP funding. To qualify, proposed activities must take place at an eligible site, as defined below:

• Places of worship such as a temple, mosque, synagogue, gurdwara or church, where a group of people can gather to perform acts of religious praise, meditation, honour or devotion;
• Provincially/territorially recognized private educational institutions, including primary and secondary schools;
• Community centres, such as a community drop-in centre or aboriginal friendship centre, where members of a community can gather regularly for social or cultural activities;
• Gender-based violence shelters such as 2SLGBTQI+ shelters, women's shelters and transitional housing;
• Child Care centres such as Catholic child care centres, Jewish pre-schools (Gan or JCC early learning centres), Islamic child care centres;
• Cemeteries such as Catholic cemeteries, Jewish cemeteries, Muslim cemeteries;
• Offices and administrative spaces such as victim support centres, community outreach centres, 2SLGBTQI+ safe space centres, cultural and religious support centres, immigrant resource offices; and,
• Camps such as summer camps operated by cultural, spiritual, or community-based not-for-profit organizations, faith-based seasonal camps, cultural or language-based youth camps;

Crown corporations, publicly funded institutions, for profit organizations, clubs and individuals are not eligible for funding. More information on eligibility can be found on the "Do you qualify" page. Organizations are not required to have a history of experiencing a hate-motivated incident/crime to apply.

When to apply

The CCSP continuous intake for applications is open. There is no deadline to apply and applications will be accepted on a first-come, first-served basis until the yearly funding has been allocated. Online information sessions will be offered for interested applicants in both official languages.

What does the program support

The program supports a variety of project activities. These can include:

• Temporary or Permanent Physical Security Enhancement Equipment such as surveillance systems, protective barriers, lighting, intrusion detection systems, security-grade window film, anti-graffiti spray, and physical access controls.
• Minor Renovations and Supplementary Equipment such as reinforcements for windows and doors, fire monitoring, notification and warning systems, landscaping and minor security-related renovations to main entrances.
• Planning such as completion of security (vulnerability) assessments, development and/or enhancement of security plans and protocols, and emergency contingency plans.
• Training such as security training applicable to responding to or preparing volunteers and employees for a hate-motivated incident.
• Security Personnel such as time-limited third-party licensed security personnel or off duty police officers.

Organizations that have experienced a significant and direct hate-motivated crime against their facility may be eligible for a priority.

Public Safety Canada aims to deliver decisions within one (1) month following the receipt of an application. Higher volumes of applications may extend this timeframe. All applicants will be contacted when a decision is made.
